NOTICE is hereby given that sealed bids will be received by the Kent County Levy Court, Department of Community Services, Division of Parks and Recreation (Owner), 1683 New Burton Rd, Dover, Delaware 19904, for the Parks Roadway Barrier Arm Gate Project pursuant to specifications provided in the "Invitation to Bid" document the Kent County, Delaware website www.kentcountyde.gov under Bids/RFP's and at the Kent County Parks and Recreation Office located at 1683 New Burton Rd, Dover, Delaware 19904 between the operating hours of 8:00 a.m. to 5:00 p.m. Monday through Friday, except for observed holidays. ALL BIDS ARE TO BE SUBMITTED NO LATER THAN 2:00 PM ON Friday, September 20, 2024, AT WHICH TIME BIDS WILL BE READ.   Bids shall be identified on the outside of the envelope as "Invitation to Bids - Kent County Parks and Recreation Parks Roadway Barrier Arm Gate Project".  Bids are to be submitted to the Kent County Parks and Recreation located at 1683 New Burton Road, Dover, Delaware 19904. 

 

The Kent County Department of Community Services, Division of Parks and Recreation reserves the right to reject any and all bids or parts thereof and, to determine whether the quality and type of products and/or services to be furnished meet the requirements for which it is intended.  It further reserves the right to waive any technicalities required for the best interest of the County and to consider the competency and responsibility of the bidders before the award of the bid.

Request for Proposal

All-Hazards Mitigations Plan Update

Kent County Levy Court, Department of Public Safety, will receive proposals from qualified firms to update the Kent County All Hazards Mitigation Plan (HMP). The update will include all elements required by the Federal Emergency Management Agency (FEMA) and the Delaware Emergency Management Agency (DEMA).

 

Proposals will be accepted until 2:00 pm on Thursday, October 10, 2024 by the Department of Public Safety located at the Public Safety Administration Building, 911 Public Safety Blvd., Dover, Delaware 19901. Submissions shall be clearly labeled “Proposal for Kent County, Delaware All-Hazards Mitigation Plan Update RFP 25-EM-01”. E-mailed proposals will be accepted and should be sent to the RFP contact listed below.

 

Kent County reserves the right to reject any and all proposals, and award contract(s) in the best interest of the County.

NOTICE is hereby given that SEALED BIDS will be received by Kent County Levy Court Department of Public Safety for the construction of Emergency Medical Services Buildings located at Milford Neck Road, Frederica, Delaware, and Gordon Street, Harrington, Delaware. Bid documents and agenda are available by contacting David Barton, Mechanical Engineer, DEDC, LLC at dbarton@dedc-eng.com or by phone at 302-738-7172 and may be viewed at Kent County Department of Public Safety located at 911 Public Safety Boulevard, Dover, Delaware 19901 between the operating hours of 8:00 a.m. to 4:30 p.m. Monday through Friday, except for observed holidays. This project is funded by the American Rescue Plan Act (ARPA), State and Local Fiscal Recovery Funds (SLFRF), all work will be completed in compliance with ARPA Final Rule as well as Federal laws, regulations, executive orders, and the federal cost principles at 2 C.F.R. 200. Davis-Bacon Act and State of Delaware prevailing wage regulations do not apply. Bidders must follow the “Good Faith Efforts” in providing opportunities to Disadvantaged Business Enterprises (DBE) and minority-owned businesses in preparation of bids and procurement of construction, supplies, and services. Respondents experienced with Federally-funded projects are preferred.

 

Each prospective bidder is required to submit an INTENT TO BID letter by Tuesday, October 15th, 2024 at 5:00 p.m. on company letterhead signed by a representative authorized to enter into agreements. No bids will be accepted by organizations that failed to submit an intent to bid letter.

 

ALL BIDS ARE TO BE SUBMITTED NO LATER THAN 2:00 PM ON THURSDAY NOVEMBER 7, 2024, AT WHICH TIME BIDS WILL BE OPENED AND READ PUBLICLY. Sealed Bids shall be identified on the outside of the envelope as “Invitation to Bid – Kent County EMS Buildings”. Sealed Bids are to be submitted to Kent County Department of Public Safety located at 911 Public Safety Boulevard, Dover, Delaware 19901. Kent County reserves the right to extend the time and place of the bid opening with no less than two (2) calendar days advance notice by electronic means to those who have obtained copies of the bid documents. Kent County reserves the right to waive irregularities and reject any and all bids or parts thereof.

Sealed Bids for the construction of the Kent County Central Septage Receiving Facility are requested and will be received by Andrew Riggi, P.E. at the Kent County Levy Court Public Works Department located at 555 Bay Road, Dover, DE 19901 on Tuesday, November 12, 2024, by 2:00PM EST. At that time the Bids received will be publicly opened and read.  Kent County may extend the time and place for bid opening, on no less than 2 calendar days’ notice.

 

The Project consists of performing existing site and building modifications and the installation of process equipment to facilitate preliminary treatment of septage before being pumped to the County Transmission System. This equipment includes, influent septage screening equipment, aerated grit removal system and blower, transfer pump station, aeration tanks, aeration blowers, effluent pumps, as well as all other appurtenances.

 

Bids will be received for a single prime Contract.  Bid Security of at least ten percent (10%) of the total bid price is required with the bid.  American Rescue Plan Act (ARPA) funds will be used for the project. ARPA Funding Requirements (2 CFR Part 200, Appx.II) will apply to this project.  Delaware Prevailing Wage Rates and Davis Bacon Wage Rates do not apply.

 

If the Bidder intends to subcontract any portion of the work covered by this Contract, the Bidder must take all necessary affirmative steps to assure that small and minority businesses, women's business enterprises and labor surplus area firms are solicited and used when possible.

A non-mandatory pre-bid conference for the Project will be held on Wednesday, October 16, 2024, at 10:00AM EST at the Kent County Levy Court Building, 555 Bay Road, Dover, DE 19901. Attendance at the pre-bid conference is encouraged but not required. The due date for questions regarding bid is 3:00 PM EST on November 7, 2024.

Kent County Levy Court will accept sealed bids from qualified vendors for the Kent County Septage Receiving Drum Screens– Equipment Procurement Project.  Bids will be received by: Diana Golt, P.E. at the Kent County Public Works Office, located at the Kent County Levy Court Building, Department of Public Works, 555 Bay Road, Dover DE 19901 until 2:00PM EST, Thursday, November 7, 2024. At that time the Bids received will be publicly opened and read. Kent County may extend the time and place for bid opening, on no less than 2 calendar days’ notice.

 

The equipment procured under this process includes three (3) perforated screen rotary drum type septage units, compactors, electrical equipment, controls and accessories.  The equipment shall be purchased directly by the County and installed by an installation contractor secured through a subsequent procurement process.

This bid process is intended to result in the selection of a single manufacturer to supply equipment on an upcoming construction contract. As part of the bid process, the County will evaluate bids on the basis conformance to the required specifications and price.
