Americans With Disabilities Act

In accordance with the requirements of Title II of the Americans with Disabilities Act (ADA) of 1990, Kent County Levy Court will not discriminate against qualified individuals with disabilities on the basis of disability in its services, programs, or activities.

  • Employment

  • Effective Communication
    Kent County Levy Court will generally, upon request, provide appropriate aids and services leading to effective communication for qualified persons with disabilities so they can participate equally in County programs, services, and activities, including ways of making information and communications accessible to people who have speech, hearing, or vision impairments. Delaware Equal Accommodations Law, Title 6, Section 4504 of the Delaware Code, details service animals in government buildings.
  • Modifications to Policies & Procedures: Policy 12
    The Kent Conty Levy Court is committed to comply with state and federal laws prohibiting discrimination against individuals with disabilities, ensuring their full participation in County programs. Individuals with disabilities who qualify will not face discrimination County-sponsored activities. The County will provide reasonable accommodations for known physical or mental limitations of qualified individuals unless it imposes an undue burden. The County will work to determine and provide appropriate accommodations upon request. All reasonable modifications to policies and programs to ensure that people with disabilities have an equal opportunity to enjoy all County programs, services, and activities. For example, individuals with service animals are welcomed in County offices, even where pets are generally prohibited. The ADA does not require Kent County Levy Court to take any action that would fundamentally alter the nature of its programs or services or impose an undue financial or administrative burden. Anyone who requires an aid or service, or a modification of policies or procedures to participate in a County program, service, or activity, should contact the Administration Office of the Levy Court as soon as possible, but no later than 48 hours before the scheduled event.

Kent County Levy Court will not place a surcharge on a particular individual with a disability or any group of individuals with disabilities to cover the cost of providing auxiliary aids/services or reasonable modifications.

The County will not coerce, intimidate, threaten, harass, or interfere with anyone exercising their rights under Title I of the ADA.  Individuals who believe they have faced discrimination should contact the Personnel Director, the County's ADA Coordinator. Complaints can also be filed with the State Human Relations Commission, the EEOC, or in federal court. All complaints will be investigated promptly.

Technology Accessibility Statement

The Kent County Levy Court is dedicated to ensuring digital accessibility for all. The County is working towards compliance with the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA, which sets the standard for website accessibility. Our goal is to enable citizens to successfully gather information and conduct business through our digital platforms, including kentcountyde.gov and other technology forms. We are committed to providing timely responses to reports of inaccessible digital content or requests for reasonable accommodation or modification. 

Section 508 Compliance

The Kent County Levy Court recognizes the importance of ensuring that its digital platforms are accessible to all users, including those with disabilities. To this end, we are committed to complying with Section 508 of the Rehabilitation Act, which mandates that all electronic and information technology developed, procured, maintained, or used by the federal government be accessible to people with disabilities. Although not a federal entity, we voluntarily adopt these standards to ensure our digital content is accessible to as wide an audience as possible.

Conformance Status

We are actively working to increase the accessibility and usability of our website and in doing so, adhere to many of the available standards and guidelines. As part of our commitment, we are developing a comprehensive Technology Accessibility Plan to address areas where our current technology may not fully meet accessibility standards. This plan includes:

    Conducting regular reviews of our digital platforms to identify and address any accessibility barriers, in accordance with Title 6, Section 4504 of the Delaware Code, standards.
  • Targeted Remediation Strategies:
    Prioritizing modifications to our digital content and technologies based on their impact on accessibility and compliance with legal requirements.
  • Stakeholder Collaboration:
    Engaging with individuals with disabilities and other key stakeholders to gather feedback and insights that inform our accessibility improvements.
  • Accessibility Training for Staff:
    Providing comprehensive training to our employees on the principles of digital accessibility, inclusive design, and the specific requirements of Section 508, federal and state standards.

Furthermore, in response to the enactment of Title 6, Section 4504 of the Delaware Code, and in accordance with the latest State of Delaware and Kent County Levy Court codes and policies pertaining to technology accessibility, the Kent County Levy Court has embarked on a comprehensive review and enhancement of its digital accessibility policies and practices. These standards, which expand upon and refine the guidelines established by Section 508, serve as a cornerstone of our efforts to provide an inclusive digital environment for all members of our community.

Through the diligent application of these standards, we aim to fulfill our legal obligations and exceed expectations in providing an accessible, user-friendly digital experience. In embracing these commitments and actions, the Kent County Levy Court endeavors to not only align with current legal and regulatory frameworks but to set a precedent for excellence in digital accessibility.

For technologies that cannot be made accessible, the Kent County Levy Court will provide equally effective alternate access. Examples include:
